Saline water

Thursday July 8th Judge Fite came to our meeting to reveal a plan of the Saline County Watershed Alliance.  The  plan entails a buyout of the entire watershed area of the Little Alum Fork of the Saline River.  “In the end the lake will be around 9000 acres and will store 17 million gallons of water,” as stated by the Tri Lakes edition of the Arkansas Democrat Gazette.

Judge Fite told us that in the 1990’s a voter initiative was begun without a plan, but this time will be different.  The Saline County Quorum Court will only come to the voters after a plan has been approved by the Corps of Engineers with a permit in place.  He predicts that time will be sometime next spring.

The Saline County Watershed Alliance has been working on this project for the last five years and you can see their work at http://www.salinecounty.org/swa.htm.

One of our members asked Judge Fite if he had to decide which intiative to vote for “The Fairplex” or the “Little Alum Fork Dam” which one would it be?  He declined to answer.  But we know.  We can’t ask voters to vote for 1% for the Fairplex and then 1% for Water.  For now, water is a necessity.

In the last post, I told you that I would research the law regarding special elections in Arkansas.  Here it is:

7-5-104. Election expenses — Allocation.

(b)  (1)  Except for the expense of party primary elections under § 7-7-201 et seq., all expenses for special elections, including runoff elections as required by law, for congressional, state, district, county, and township offices shall be paid by the counties in which they are held.
     (2)  All expenses of special elections, including any runoff elections as required by law, for municipal offices shall be paid by the city or incorporated town calling for the elections.
     (3)  All expenses of special elections called by any county for the purpose of referring a question or measure to the voters of the county shall be paid by the county.

There was one  occasion before the Quorum Court where I have heard Jill Jones tell us
that the election was paid for with private donations.  

Now we have a reason the contest the validity of this special election August 10th.
